(Not be a 100% accurate to Snowdins Layout)I haven't seen many pictures with Sans and Papyrus balcony so I drew one myself. In my head the view looked nicer until I realised the only thing you probably see from up there are trees, a river, and fog.

Yeah wouldn't be much to see. I'd imagine it'd be like one of those small country towns where nothing ever happens, only in this case it's always cold and snowy with not even the chance for a different kind of weather. =/
