Headcanon: Pegasus quills and earthpony hooves are also made out of alicorn, and the term got applied to the Princesses because they have all the alicorn.

It has nothing to do with budgeting, I would assume. If a person has enough range to voice two different characters, I see no reason why they shouldn't be hired for two separate parts, instead of simply finding another person.
This sort of thing is fairly common in most things that require large amounts of voice acting.
