They character is Bandie: a mystical Deer/Fairy/Human girl. In this picture, she is still in her early teens.
I was given the freedom to redesign her a little bit, so what you see here is the result of my barinstorming after reading descriptions about this character.

This picture was of Bandie before she reached maturity. When someone of her kind gets around fourteen or fifteen years old, her wings begin to whither. Around sixteen the wings finally fall off.
At this time a coming-of-age ceremony is held. During the ceremony the antliers are shaven off to indicate the eligibility of that person for marriage.
Tigerfog's drawing helped me to flesh out Bandie's heritage much more than it had been before he did his work for us.

Because you know, nothing says normal like mystical human-fairy-deer.
The design is so awesome though, there are so many wrong ways you can make a tri-hybrid like this, and I'm thinking of them right now.
Oh god now, why!? Why did God give me a brain like this!? WHYY!?
