THE LONG AND THE SHORT OF IT IS... Luther was/is leader of a vast crime syndicate, Clay fell really hard and fast and got wrapped up trying to impress him. Clay's moral descent starts with the subtle manipulation and abuse at the metaphorical claws of Luther, who promised him everything but took away just as much in turn. The difference of their size isn't just to note the difference of strength and influence, but because Luther is a pack animal and Clay is a solitary one. So, Clay's obsession with Luther was doomed from the start - a coyote can't change its nature, no matter how hard he tries and pretends.
Clay is TERRIFIED of Luther and their inevitable confrontation, but is in the cyclical self-destructive mode of yearning for his abuser anyway knowing he wouldn't survive a second time.
