It's already established that the Reaper threat is gone. However like all other wars, especially big ones, everyone has to feel the afterburn from the war. WW2 is one example, where most countries needed to rebuild, especially Poland.

If you noticed a few hints I've put in those last pages, especially the scene with Tali and her geth butler, this is more or less about the said afterburn that everyone has to deal with sooner or later.
