"The lords of time destroying them utterly" is not a sentence, it's a prepositional phrase. "destroyed" is a verb, but "destroying" is a preposition. there's a few ways to fix it. the one I like best is by using a comma:
"...by the lords of time, the lords of time destroying..."; it seems to fit the tone of the record of rassilon best.
