You do not understand the meaning of reasonable character design. Take a look at Jinx for instance. She has a coherent theme and she is pretty realistic - she stows away her weapons while not using them.. You can't just say that he pulls his guns out of his poopshoot like Tommi Vercetti - no one will ever believe you.

If jinx is surely logical by your reason, where does she pull that huge ass rocket from? when does she reload? does she have infinite rockets and bullets?
how does she carry both without being tired? how can she wear no armor but be able to take really big hits?
Where does she carry her grenades?
How do you explain that?

Kukris: On his side
Handgun: on his side as well
2nd Rifle (the long one): on his back
Throwing knives: on his waist
small rifle: In his hands or on his other side (side without his handgun)
Seems reasonable to me if jinx to you is "logical" with all her flaws

She doesn't pull it from anywhere, she casts it via rocket launcher - after all it costs Mana. Same with little rockets. She doesn't reload because she has a minigun that uses belts instead of magazines and as I said magic rockets. How do you know she doesn't get tired and just sleeps for hours after each game? Jk, thats just gameplay reason. Or would you like to play LoL while having -90% movespeed throughout the game? She can't take really big hits - no ADC can.. And last question once again it's magic.
But all that is not the point. Because after all you gotta remember its fantasy and a game - many things are adjusted heavily for gameplay, but nevertheless the champions that professional game designers create are believable. Not like 'he is the best shooter evar so he oneshots everything and dodges everything and carries around a warehouse full of guns in his pockets' (exaggeration intended).
But then's still the question how do you imagine his kit to be? Why would there be a reason for him to need those 3 guns

You either don't understand English or the purpose for this OC. As Jikan has said FANTASY -the faculty or activity of imagining things, especially things that are impossible or improbable. It doesn't have to fully make sense or be reasonable, but in the creator's mind it can (and if he/she explains it). Also it was PARTLY INSPIRED by Jhin - League of Legends not a copy, nor was he intended for LoL. You are either getting the wrong idea or you don't understand the meaning of Fantasy. Lastly if you've got a problem why not you make your own 'reasonable' LoL OC. I also want to note that if Jinx's gun is belt fed when does she reload because she sure doesn't carry a box of ammo on her back and no belt of ammo is unlimited (nor does it cost mana). And another thing if Jinx is reasonable explain all the other characters in LoL? why is there a woman that can turn into a cat? or why is there a white lion bipedal can turn invisible and acts like a human hunter? why is there a guy with spectacles with 10 lens and wielding a great sword? why does every champion go to the LoL to fight and learn of all places? FANTASY

I never said it had to be scientifically provable, but it has to be reasonable - the viewer has to be convinced that the character you're trying to sell is a person who could exist like that in reality or the universe he's living in for that matter. That's why the most beloved character in Batman is not Batman himself but the Joker - he has a unique personality and isn't just the stereotypical wide-shoulders superhero only wanting justice because justice is good.. I mean would you believe that a multimillionaire would go out on the streets and beat up punks? Quite likely not.
And say whatever you want, all I'm trying is to help you by telling you that for me your design isn't convincing. If you think I'm wrong, so be it - you don't have to accept said help
