Personally, as far as Beast Boy is concerned I always refer to the Animorphs books. Skin-tight stuff like superhero spandex can be subsumed in the shape-shifting. After all, if only living tissue changed, he'd lose his hair, fingernails, and top layer of skin everytime he changed form.
With Starfire underwater, I imagine that has something to do with pressure regulation. Space after all is a pressureless total void. The deep sea has things other than lack of air to deal with. I also imagine tameranians as extraterrestrial nomads have developed some sorta of regulatory body gland or other biological mechanism that works specifically to protect them from a zero-gravity vaccum, and those precise conditions do not exist in the deep blue sea.
