It's wonderful :3! I think the ears and horns should be longer, and maybe make the glow in the dark scales shimmer a bit; it might add a cool effect ^^.

Please, please, please don't takeoffense, this is just my opinion!
Okay, quick note, personally I perfer ears more separated from the head, and you've got yours pretty attached, so that's bothering me a bit.
Um, the gills slicing in the neck is, I think, not correct according to Joy, Tui's artist. And if you can, maybe expose some teeth. You know, if you can do those things.
Remember, jsut my opinion, please don't take offense or get pressured! Your art is still very awesome and amazing! : D
