Description JLA: Incarnation #1 shows how Carter and Shiera Hall joined the Justice League, acting as liaisons with the JSA.  So any Silver and Bronze Age stories where Hawkman and Hawkgirl are with the JLA, it's the Golden Age versions in the Post-Crisis/pre-Flashpoint continuity.

But in my DCU headcanon, Katar and Shayera came to Earth at the beginning of the New Heroic Age, thus most of their Silver and Bronze Age appearances still happened.  Though the Halls were still briefly members of the League before returning to the JSA full-time in semi-active duty, leaving a seat for Katar to fill in as the second Hawkman.

Though I have another idea on how this story would go.  Katar was with the Halls when they heard that the JLA appeared to have been killed in action.  He accompanied the Halls at the funeral where the JLA turned out to have escaped death by being in GL's ring.  He agreed with how the JLA handled things, despite his mentor Carter disapproving.  Katar was the only one who could help the JLA and JSA, who were influenced by the villain Wotan into fighting each other.  In the end, the Halls suggested that Katar should join the League, which he accepts.

As for Shayera, she appeared briefly at the beginning, but left for Thanagar temporarily, to give her Commander Andar Pul an update on Katar.  Partial reason why she didn't get to join the League at the same time as her husband.  After returning to Earth, she congratulates Katar, while also secretly lamenting her missed opportunity to gather intel on the League.
