well it's called prankster in the US version.
basically, non-attacking moves (like stun spore, leech seed, etc.) automatically go first.
so i can get my sleep powder in before you can pwn me with your draco meteor.
theres a detailed section on it in the smogon forums, you should check that out too ^_^
