While not completely incorrect, the Japanese would sound more proper as これは小さいかな. (remember the proper order is subject-object-verb.)

I was under the impression that in spoken language you can drop the "これは" part, (spoken language tend to shorten things) if it's obvious what subject is. Especially in this case when she's basically just muttering to her self, so she's bound to know what is the subject in this case.
As an example in english: If you would be buying a shirt and you'd show it to your friend, you could just ask him "too small?" instead of "What do you think? Is this too small?".
Of course I maybe completely wrong on this matter. It's been couple of years since I have studied any japanese and I havent really kept my skill up to date. But you are right これは小さいかな is the proper written form for it.
