Consider this. Koops has 11 more Hit Points compared to an average Koopa Troopa, has a unique Shell Attack that harms all enemies on the ground, and is capable of Guarding and Super Guarding just like Mario and Goombella. And all of this is the moment he joins the party.

Koops has a lot of capabilities and is shown to be pretty combat savvy despite being considered a wimp and cry-baby. You could argue that's just video game mechanics, but even so, Koops is a fighter.
