If it wasn't for the submarines, I'd guess it's Port Arthur (or at least based on), but it seems it's something not real?

I thought to draw the German fleet after the Battle of Jutland. In the left part of the picture painted SMS Moltke.
Some time laterΒ I decided that it is the German fleet in the harbor, at the end of the war.

Well, I'd never guess. I'm not so much familiar with WW1 warships look. Also too lazy to realy think about it. I'd guess the second time suits the mood of the picture better, as I sense a depression from the defeat and non-action from it...
