They actually are, it's just that at this point in history, pretty much the conception of the Gotei 13, there are no captains in those spots yet. It gets explained a little later

Thanks man! And honestly, I have no idea. The timeline is sketchy at best around this era. Though, something I haven't mentioned yet, is that at this very moment in the story, the 13 captains aren't complete yet. That does get mentioned a few chapters down the line though. Glad you're still enjoying it!
