ooh wait actually, there IS two wings! if you look carefully at the shadow inside the first wing's 'skin', you see a hind foot and the fingers of the 2nd wing
just that the bottom tip of the second wing seems to be inside the border of the square background. *nods*

And so we see the results of what happens when someone leaves the door to Fantasia wide open. XP
It's a good thing you said Photoshop. Because seriouslly, if you hadn't, I would have thought this was done with a paint brush. [Not that you can tell by the thumbnail by the way.]
The coloring here is simply exquiste! I personally fancy the background [As you knew I would. ^ ^:;] It gives the picture atmosphere and shapes the foundation of the picture. [I mean it makes the picture scream 'fantasy.' Think of what happened if you used acity or so. It would have give a different impression on the viewer now wouldn't it?]
Now the dragon [half dragon, hey, I'm flexable. c.c] on the main dragon's back looks downright adorable. ^ ^ [And I'm not doing any fangirl esque squealing this time. After May, I tend to cut down with it. c.c;;]

The hair on the dragon girl's picture was well rendered. Shiny but not to that excessively shiny anime extent. [You know what I mean. Then again, mine is made by combing and Salon Selectives.]
[I don't care if it's a female shampoo, that stuff works I say!]
However, all and all, I can tell you, this is a very nicely done work here. ^ ^

I really enjoy the description to this, it adds so much life the piece. And the coloring is great! I was taken aback when I saw COLORS! The background looks great and I love clouds you've got going. The dragons tail is my favorite part, so muich detail.

hehe....we can work forever on it and it'll never be finished.
like, putting individual scales and individually highlighting each, and put in mountains and floating islands, and several smaller dragons in the background, making the background bigger....putting in a sun and a planet somewhere faded....and putting in design patterns on draggy....just to name a few off the top of my head.
