I find it funny that both Obsidian Fireheart and Five-Alarm Fire also make blaze counters... and yet none of these three can interact with each other's counters!

Hmmm.... he doesn't really need the legendary status. He's good, but not broken.
If he were an actual card, he'd definitely see a lot of play in EDH and casual decks. Hell, Standard sligh decks might even run a one-of, depending on the current number of good red creatures with activated abilities that see play (Haven't bothered to catch up with the meta since New Phyrexia).
What issues are you having with the balance? The cards P/T ratio?

This is actually pretty neat Tonie.
You need to say "spell" instead of "card".
Blaze counters are already used by Obsidian Fireheart. You should probably change the name of the counter to something like immolation counter. Immolation is when you set yourself on fire as a form of protest. XD
It would be neat if you could use the immolation counters as a weapon. Say maybe: "At the beginning of each player's upkeep creatures take 1 damage for each immolation counter on them." and then be able to target your enemies creatures with the ability.
Also, I agree that this guy should be legendary.

This, Could almost work as a Official Card.
Though with the way Wizards 'oTC' kept trying to nerf Red Basic... They've gotten better, re-releasing 'Lightening Bolt' for instance, lately though so it could work. Might be Better to have a 'May pay a Red Mana to activate this ablility' clause added to this.

Actually, the effect is more like Experiment Kraj [link] as only one creature is gaining additional abilities from other creatures. Where as Concerted Effort [link] has all your creatures share the static abilities they have with each other.
Additionally this card only gains the "Activated" abilities of other creatures, which is pretty different from Concerted Effort.
