You got that right! I've always kind of envisioned the fish seeing them and thinking Dive, Dive! They only catch the ones who get close to the surface. One of the Rangers told me they can't spot a fish from a mile off. I know I've seen them take off out of a tall tree a long ways from the river, and go straight in and grab a fish.
