This girls from my toon setting.She's a background character who's a waitress at some club or restaurant...maybe both and maybe even more than one. Some toons don't mind being background characters they don't need or want direct attention. They don't need or care about anything at all are happy to just be forever perform what they were drawn to do.
I'm sure alot of her thoughts are on automatically and anything out side of getting orders for people have literally never crossed her mind...

Now she desperately trying to think what a main character would say. And how get a waitress can go on a date as a waitress. And the moment you say "She could service you at a private dinner" she jumps on that term 'service' with a look of relief. She now thinking for the first time ever about doing something with a non-toon and more than just severing drinks. As she walks away to get your bill with alot more sway in her hips.
I would give her a name...but that's kind of the point, she's a background characters. She doesn't have one beyond her description: "Penguin waitress girl"
A romantic dinner is just her serving you dinner. At your place. She stands by your table side, talking to you, she's able gets you anything you ask for...no matter how silly....ANYTHING!...Not the most ideal way to spend time with someone. But she mentions how she can't wait to serve you breakfast...

Can a background character like Penguin Waitress Girl become a main character if a main interacts with her enough? Or would they find some way around it?
I'm just wondering if toons could "evolve" per say, and have more complex personalities(like, one or two extra quirks maybe) if the plot demands so.

In my head canon: How humans view toons is how they change. Micky mouse was a mean spirited prankster in the original. But he's changed to kind hearted hero. And Deadpool was a sarcastic murder villain and is now a wacky beloved character. Strongbad was a side antagonist and was turned to a main character. So characters can change, never 100% but major changes can be done.
And if this toon's audience is made of 100%...YOU. What you think of her will have huge impact on her.
I'm a fan of weird awkward romantic drama, old manga is full of this kind of stuff. The gimmick here is; a 'background character' with wacky restrictions finds love. If she turns to a 'main character' then she's just another OC on DA.

Cartoon....shed try but she'd comically twist it so she serves you. Hmm maybe not maybe that's something a main character would do. Maybe shed bring in some other toon for you to serve a non bg character with a name and more personality and she would...just not be around.
Don't push the poor girl she's already at her limits of what she was drawn for
