You are right.This is Sallidii and me cosplaying Cound Bleck/Lord Blumiere and Tippi/Timpani from super Paper Mario.
We thought about cosplaying on the gamescom a few weeks ago, and I came up with the idea of count bleck, since he would be quiete easy to make. Sallidii decided to cosplay Tippi, then.
