it's called memopad!! and the icon's a little white square with a black pen on it. i found it browsing the JP store but it ought to be in others, id guess!!

ooh ;; i know you can set up a japanese itunes account pretty easily, but idk if youd want to do all that for one app haha;;!

sorry this took so long to get to i wasnt at home aaahhHH but i!! only use my finger, but i think a little pen would be so much easier;; at least with memopad you can zoom in so it doesn't look too bad!!
