SOOO. I read ~tribute2animes 's journal, and though to do something for this day. This is supposed to be a lil after their first meeting after 4 years on canon <3
I just SOOOO think they could have meet again. Took 3 days to make Near move from his place, and so, why not? <3 XD
And bleh, think Mello isn't touching Near, so he is a lil behind him so it explains why he looks smaller than Near >w>

You don't need to know how to use very well any paint software, when I used Photoshop, on the beggining, I just know how to draw and eraser 
It's more a thing of pratice.
