God, I love when you use these literary and historical references in your fanart. Particularly with MLP. It's like a spoonful of sugary genius to help swallow down the ponies.

Big Brother is the personification an oppressive, totalitarian, manipulative, and jingoistic governing system. This government in question utilizes propaganda, torture, warfare, constant surveillance, and proletariat society to their advantage. (Don't quote me on this).
Princess Celestia is the one of two rulers of Equestria, alongside her sister Princess Luna. While she is canonically very good-hearted and morally straight, many fans of the show like to perceive her as a totalitarian dictator.
Tl;dr: Both Big Brother and Princess Celestia are dictators sort of.
