Heatmor in my opinion needed something more. It was one of those Poke'mon that worked as a single-stage, but also really work with a baby form too, imo.
And designing Urnor really gave me an appreciation for Heatmor now. It really is an awesome designed Poke'mon! And one of the few pokes Gen 5 onwards that we have confirmation were designed by Ken Sugimori himself. I feel like the only reason it isn't more popular is because there's a lot of fire types out there that do their jobs better. In that regard, Heatmor received the "jack-of-all-trades, master-of-none" stat distribution.

I also shifted some of Heatmor's moves around to give it one of my fire-type status moves:
STOKE: Fire-type Status move. PP: 20. Raises the user's speed and accuracy by 1 stage each.
