Actually, at the time that Tau Quest was written, Necron Pariahs were still a significant component of the race's metanarrative. Necrons had an established pattern of abducting and assimilating human nulls - psychic blanks - to serve as terror troops on the tabletop but there was never any reason to believe that one must be a null in order to be converted. As a matter of fact, tabletop rules notwithstanding, it would have been wholly, thematically consistent for the Necrons of 3rd edition to convert the living into more Necrons, with the introduction of the soul-thirsty c'tan and the origin of the Necron'tyr - elements that were previously vague or otherwise undefined, when Necron Warriors were implied to simply be ancient relics of a dead race.

Even after the significant revisions they received in the new codex released the following year, including the removal of Pariahs as an army list entry, there is nothing that openly contradicts the notion that Necrons continue to harvest the living for their own mysterious and disturbing purposes. Some dynasties are mentioned as being responsible for mass abductions of mortal populations and even one of the named characters, Illuminor Szeras, explicitly seeks living subjects to experiment on; and Xeno, herself, was presented as an experiment, cloned repeatedly and modified incessantly until her body would accept the Necron technology that would eventually consume her.

Ultimately, Warhammer 40,000 is an intentionally open-ended setting specifically so that its fans may create their own stories within it. You can call it mucking about if you'd like but Xeno exists within that setting, not in spite of it and certainly not contrary to it.

Okay, sorry. I should go into more detail.
In the universe of Warhammer 40,000 there is a faction called the Necrons.
These space zombie robot egyptians order themselves into dynasties.
Each dynasty is ruled by a Phaeron or a Paerakh. (Which xeno ACTUALLY is because female, but that's not important right now.)
Phaerons are basically the most power Necrons in the galaxy besides The Silent King himself.
So basically... Xeno's kind of a big deal.
Thank our spiritual liege it's all non-canon.

Naturally, as a loyal member of the Imperium of Man and devout of the Emperor, there will be considerable gaps in my knowledge when it comes to filthy xenos races and their heretical customs.
