Misfiled paperwork. When the Koopalings signed up, the old bureaucrats mistook Koopa Roy's application for Fire Emblem Roy's, and figured they put him in already. Theory, anyway.

Roy WAS going to be in SSBB and I reckon they axed Mewtwo and Pichu for Lucario and Pokemon Trainer who are way better than them but Roy was axed because they ran into time constraints. There is actually data for Roy in the programming/coding whatever it is of the game but it's unfinished. If only he had been, He, Marth and Ike coulf have threesomes!
