Because of Surprise as PiperLeeFrance said. That's why I have her as a pegasus and given the Cakes who's to say that the Pie family is only earth ponies. There may have been a pegasus along the line somewhere and Pinkie was originally a pegasus and Fluttershy an earth pony. But it was switched.
