Do you have to pay to make an Angel Dragon, or is it free, with permission?

You used to have to get your angel dragon approved by Ino or the Angel dragon group, but I think they stopped doing that so now you can just make your own for free as long as it isn't a copy of anyone else's angel dragon or has a ring around the muzzle. Definitely no ring around the muzzle.
Pretty sure you're only allowed to have one or two angel dragons in total.
