I've been trying to figure out how to get a character of mine to have a similar electric-fucked-up look and honestly haven't been able to figure it out for quite a long time aaaa ;;^;;

y'know I can probably help you with that!
i used a certain brush tool in SAI and just moved it from side-to-side to give it that spiky look. then i just erased some parts and put some lines in between to make it kinda glitchy.
uh, if you want i can send you the brush i used and the settings for it! (well if you use SAI :I )
