Description
Ignatius Ogilvy. He was Oswald Cobblepot's AKA Penguin's right hand lieutenant in his criminal enterprise until he betrayed Penguin and took over his underworld empire essentially becoming the new 'Penguin' taking on the name 'Emperor Penguin'. He becomes one of Damian Wayne's Greatest adversaries, but he is killed by Cobblepot as a final act of criminality.
