From what I can tell, it's only available through cheats. The Licence to buy this armour isn't buyable in game, you have to use the console to give your character the license (or even the armour itself). Never encountered it legitimately in-game.

It's the Spectre armour, though I could have sworn that the Spectre armour looked different (this is it according to the wiki).

I know, I thought that exact same thing myself.
The wiki says (I'm assuming it can be trusted) that it is Spectre/Janissary. Though, I pretty sure I haven't seen it before.

Still, I've never come across this set of armour, but I am pretty sure there is Spectre armour available in the first Mass Effect. I thought it looked like the Colossus armour I uploaded the other days.
