Lol yeah, I have nothing against it. I only used cheats to get the special one-off monsters like celebi and mew since I never got the chance to go to the open days for them myself. I don't like it when people use cheats in online battles, but offline people can do what they want

I've only ever traded before, never played online. I've always either had bad internet access for it (as in the last place I lived) or the DS didn't work with what modem I have (as is happening now!)

I actually like cluttered scenes and characters in post apocalyptic pictures :3 I think it makes the whole thing better and more plausible, especially when you find machine parts and futuristic materials everywhere

Yeah, I mean you're not really gonna be clean and tidy in those circumstances. You just make use of whatever you can find and everything has value!
I doubt they would 
1. People respect the rules completely and it's all enforced properly.
2. People respect the rules loosely, but because it's kind of illegal, the rules are loosely enforced.
3. Streetfight! Any rules apply.

I think it would be a combination of all three depending on how populated and organized the area is; as you say, I imagine they'd be illegal battles down dark alleys even in the fortified areas and number three would probably be for out in the wastes - people doing whatever they can just to survive.
