Hehe well, if Charizard and Metagroos get Tough Claws to power up their main attacks, why shouldn't Hydreigon Ultra Launcher? 
Also, I considered giving Mega Hydreigon Mega Launcher, but seeing as everyone is doing it with their own versions, I decided to scratch it.
Also, one of my initial design of Mega Hydreigon was actually a grounded, tank based form, but again, I decided to abandon this idea, mostly because I wasn't satisfied with how it looked.

Well, I wouldn't necessarily return him to a tank like form.  Personally, I'd hate that, and it would make ZERO sense for him to become that, as he is now.  Yeah, he was once going to be a Cyborg Dragon thing, but he ISNT now.  Why would he logistically become tank like?  Or as some have it, gain the steel type?  Yes, it is arguably a better typing, thanks to Fairy, but I don't particular care about that, and he is also primarily dark, and very few change their primary types, and definitely not in Mega Evolutions thus far.  We don't even know if he would have had three heads if he was the cyborg dragon, that may simply be from when the revised him as having Orochi origins.  I mostly meant that, not growing legs again necessarily, he is grounded, going with his having a new ability, and being much larger and menacing, and maybe reimagining his wings as things he could attack with.  *shrugs*  He is one of the harder ones to mega.

Also, fair enough on the Tough Claws comparisons.

Also didn't realize Mega Launcher was such a go to ability for a theoretical Mega evolution for Hydreigon.  Interesting.  For me, my original instinct was regenerator would make sense thematically, and his ability to U-Turn heightened.  Then again, that would kind of mean he would need to be physical centric, and I'd prefer him being super Special, as here.  So, a cool Special version of Tough Claws would be neat.

I agree with what you say about the tank. From whatever angle I tried to imagine Mega Hydreigon, I just couldn't come up with a design that looked even remotely close to it's original form, and to me, it just creates a very dumb looking mega.

Also, will admit thinking about it, due to his ability to learn fly, he can definitely lose levitate, but chances are a Mega Hydreigon will maintain a floating posture.

I'm really glad that you like it!
And yes, the ability was greatly influenced by the fact that hydreigon was supposed to be a tank- dragon hybrid, and the chest area is supposed to represent a fourth head of sorts, so I'm really glad that I managed to get that across with the design!
