Reading the first 5 pages again, I thought it was good, though I felt there were some issues with page 3
If cons are onboard the ship then why aren't they on a special boarding vessel for people like them if the evacuation is being put down in who is more important leaves first etc. Filing a list about why X and Y can't go on that ship is time wasting at it's most dangerous.
The exposition style doesn't bother me as much but the context itself does, providing such details are going to come back on the character development (mass murderer and child euthanasia) then it won't be an issue but from the page alone it is quite forced and feels surreal that a guy has time to narrate his reasoning as opposed to keeping it plain and efficient. On the issue of exposition postnatal abortion/child euthanasia is a very complex issue and varies from withdrawing treatment on professional advice, DNR and mercy killing. Point being I wouldn't bracket postnatal aborbation and murder as the same thing.
I think him dismissive of her as a mercy killer would be more appropriate and intrigue then being matter-of-fact about it.
I do like the style and the enemy is deeply intimidating by apperacnce, also the gif imagery in the comic is good work too.
