Faved it! I also have a question, I'm a COMPLETE newb in the realms of digital art; any programs and tools would you recommend? Maybe even brief summary of why you chose them?

Good luck! I'd say the first step is a tablet. Even a low end one is going to help your workflow greatly. As for programs, I use Photoshop but it's cost prohibitive to most people. There are a lot of programs out there to get your feet wet but if you're looking for something that's really robust but fits right in a starter budget, I'd recommend a program called ArtRage. It has a lot of really great features that emulate the feel of traditional tools but it's not overwhelming
