From PT Sai: I changed the mode of the layer to "Luminosity", colored it white, blurred with the watercolor brush, then colored it slightly with white again~. <:

Ah, well, if you have Adobe Photoshop, I know you can make that with white and the Effects button (specifically "Outer Glow")~. o:
