Well, seeing as after he gets blown up just about all the time and comes back to life, I wouldn't be surprised if he was a final boss in X9. (if it even will exist) But the biggest problem with making X9 would be trying to NOT make repeats of past bosses in other megaman games, which, in my opinion,seems kinda hard now.

in x8 ending there is something in axl tiara(his head),so i think in x9 we will fight axl virus (similiar to zero virus in x5)or we will fight sigma again with axl ability,
or axl will change to sigma because he have sigma virus in his head?and x must kill him for the ending .
i agree with you about the boss,we have been fight all the animal in zoo,
for x9 maybe we need more ancient type boss or mythical beast type or pokemon type ?
i cant imagine if x fight with pikachuman
