They probably did know each other before Turbo . . . well, went Turbo. Their consoles were next door to each other, the law of averages says they crossed paths at least once. Which explains why King Candy was all the more eager to get Ralph back to his own game.
1) It was hard enough taking over Sugar Rush x years ago, he doesn't need any competition from a Bad Guy.
2) If Ralph knew Turbo, it would only be a matter of time until he noticed certain similarities between the supposedly late Turbo and the current King Candy.
3) Whether personally or only by reputation, King Candy knows Wreck-it Ralph. And he knows, whether by accident or on purple, that he has earned his name and rarely fails to live up to it.
