She was the first of a gene splicing experiment, in a program to create genome super soldiers. This included rapid aging, which has so far been a success however, Kira took on a more animalistic appearance compared to the later genomes, and although she was considered a failure - her creator decided to have Kira stick around and live with her inside her private mansion.
It soon became clear that Kira was cold blooded, as every morning she would wake up with what felt like a hangover until she went to a warm place for an hour each day. Though this has caused conflicts between Kira and her creator, Anna. Anna requires cold places for her frost powers to manifest properly and has a fatal weakness to large amounts of heat, whereas Kira is the opposite. Fortunately, Kira spends most of her time out of the way of Anna, though does help around in the lab in assistance is needed. She also had severe anger management issues and often lashes out in violence if she doesn't get her way or if she really doesn't like something - somewhat like a spoiled child.
Over the years, Kira has built her own devices. One being a holographic eye-patch which helps her in combat to assess enemies, as well as granting extra combat abilities. Another device allows her to create objects, force fields and change her shape to look more human if she desires, though any humanoid shape not out of her reach. Within this device, she keeps a supply of healing stims. The third is another device which plays a more offensive role, which allows her to spray liquid nitrogen in a cone in front of her, use more powerful flash bangs and levitate objects and people over a large radius.
Her innate powers include limited regeneration, which triggers only in hot places, gills, which allow her to breathe underwater and increased speed and agility. She can also withstand the heat better than the average human as she needs it to sustain herself with - but this doesn't mean she can run into blazing fires without thinking she'll get hurt. Finally her scales are a tough hide which acts in a similar way to armour, allowing her take to take heavier blows and not feel the pain or really get injured.
Though she doesn't really have method of super-movement, she gets around on a motorbike she built herself. One which is armoured and statistically better than your average sports bike. Later into the game, Kira will customise this bike to be able to transform and act as a battlesuit, granting her additional powers, such as flight. Think like if Optimus Prime and Iron Man had a love child.
