That "defaced" Fire Nation emblem looks (to me) like an upside-down chalice with wine (or blood) flowing out of it and a pair of testes next to it.

It's part of the Fire Nation emblem, look it up on wikipedia or yahoo. In the picture it's just supposed to look like it has been vandalized with paint.
