Yeah. I was going to say depending where this shot was taken...definitely a falcon. If the shot was taken in the U.S., I'd lean toward Prairie Falcon, though these days, falconers have birds from all over the place...

Beautiful shot, but I don't believe it's a Ferruginous Hawk. Looks more like a Saker falcon or something along those lines to me.
