Garmr feeding off the blood of another unsuspecting kaiju becoming victim to him.

The central piece of Helheim is the ruins of Seattle because a majority of the kaiju population is located within the city. The primary reason being the mass swarms of Perahaim are attracted to the city from the high levels of radiation being emitted from the wreckage of Tartarus. This in turn draw in the kaiju who feeds on them. Here is where it is truly a “dog-eat-dog” world, where only the strongest survive and make a name of themselves in the crude hierarchy these beast made among themselves. Wanted the city really have this “City of Monsters” vibes to it, fire and ruins everywhere as there may be a kaiju sleeping the next street over. Chaotic and apocalyptic. Helheim is normally inhospitable to humans due to the radiation, there are people (most usually in poverty) called Scavengers that traverse the ruins wearing protected equipment. There they scavenge through for anything of worth left behind long again when the city was first under siege, the primary targets being old banks or houses of the wealthy. Of course there come the risk of death or injury from unstable structures, being maimed or devouring by Peruhaim or the worse of them all…running into a kaiju. The skies are perpetually black from ash not only Helheim, but most of the west coast of the US due to Stygian upheaving three states worth of land into the sky from an attack. In addition there is a self-sustaining supercell storm directly above the city. Thought to be powered by rapid shift in temperatures caused by Hel within the caverns below the city. This supercell occasionally birth tornadoes that adds further hazards in the city.
