It is essentially a COSAG (Combined Steam and Gas) version of Scheme 16 here:

having the same engine as on the County class destroyers. The hull and anything other remained the same but due to the Funnels and gas intakes the superstructure is partly reworked.
The design had the following characteristics:
Dimensions: 170.69m (oa) x 18,29 x 5,67m
Displacement: Unknown probably around 8.000-8.500tons (standard)
Engines: 60.000shp, COSAG: English Electric Y100 Steam & Metrovick G6 Gas Turbines
Range: Unkown probably around 8.300km (3.500nm)
Speed: Unknown probably around 59km/h (32knots)
Armaments:
2x2 NIGS SAM
3x4 GWS.21 Seacat SAM
2x1 40mm/56 QF Mk VIII AA Guns
2x Westland Wessex Helicopters
Sensors:
3x Type 903 Fire-control Radar, one for each MRS.3 director
1x Type 978 Surface Search / Navigation radar
4x Type 985 Tracking and Search radars
4x NIGS Illuminator Radars
1x Type 992 Air/Surface Search Radar

There are the 40mm's I've added. But guns are mot required for AA mission at that time. Look at USS Long Beach

She also have 2 CIWS 20mm phalanx auto-cannons, multiple missile armaments and torpedoes, that said Long Beach is bigger and heavier armed compare to NIGS which seems to be smaller, cost effective nuclear missile ship.

Originally it had no guns at all. The president ordered it to be equipped after a bad demonstrstion of the USN missilies capabilities was that bad.

No. There was a naval excercise where an unarmed propeller driver drone was the target and the ships in the harbour could not shot it down with their missiles! President Kennedy witnessed this and ordered that all ships have to be quipped with guns for such case. Hence Long Beach got 2 5"

Because it's mission was fleet Air defense not shore bombardment or ship to ship combat hence no Guns envisioned.
Carriers too do not carry guns while their mission profile include anti ship capabilities. (Though in form of aircraft)
Also the USN's Norfolk class to wasn't designed against surface vessels at all those 3" guns are against Submarines and aircraft!
