Seriously though, this is cute. Though I can't tell if it's a guy or girl...but that's mainly because of the sailor suit lookin' shirt, which nowadays are normally for girls...at least in Japan, I think. Maybe other countries.
Plus the pink glasses and pink shirt.
Either way it's cute. I think it's because of the round edges and the big fluffball of hair...and I think the asymmetrical design of the polka dots add to it.

i dont think the gender of the character really matters!!! when i drew it i had in mind that i was drawing a girl but it could be a boy too!! they are whatever anyone interprets them to be!! in the end it doesn't rly matter!!
