The head of Gotham's crime family, Carmine Falcone, known as The Roman, ran Gotham City's criminal underworld for decades, eluding authorities as his corruption spread, becoming a villain with good publicity. His unrivaled position of power began to change when The Batman appeared in Gotham. With corrupt cops and politicians being brought down, Falcone's legal protection dwindled, and with his men being attacked, his operations slowed, as The Batman methodically dismantled The Roman's stranglehold on Gotham City.

What neither of them fully expected was the power vacuum that rose in the wake of Falcone being taken down, or rather, what would fill that void. The criminal element of Gotham was changed forever, replacing organized crime with the chaos of super villains. Falcone had become a relic of the past, paved over by an uncertain future.
