Frederick Kingston AKA Heist from my Dark Avenger Universe.

Frederick Kingston is a talented engineer in his own right, but his engineering work wasn't creating the luxurious lifestyle he sought. In his pursuit of greater glory, Kingston created wrist-mounted lasers, jet boots with built-in stabilizers, and armor with additional jets and a chest-mounted laser. His custom visor allows him to scan environments and acts as a heads-up display, letting him know how much energy he has left in his devices.
Kingston became known as Heist for his series of high-profile robberies from banks, museums, and wealthy individuals. Maintenance of his devices is expensive, and his tastes even more so, and planning his heists takes time, meaning that, unfortunately, Heist was spending the money as fast as he could make it.
Heist never ran into a super-hero during any of his escapades, but that changed when a fledgling superhero known as Dark Avenger stumbled into one of his robberies. After a drawn-out battle, Dark Avenger emerged the victor, and Heist was arrested. Heist would be Dark Avenger's first "super villain."
In the years to follow, Heist would battle Dark Avenger on numerous occasions, never once managing a victory over the hero, even as he upgraded his technology. He routinely escapes prison, once even casually walking out during a massive riot, always eager to return to his true loves: his engineering, his pursuit of a lavish lifestyle, and planning and executing heists.
