Another race known by DC fans, a Dominator.
From The DC Encyclopedia (2008):
"The Dominators are a race of conquerors divided into a rigid caste system. (...)the Dominator hierarchy is determined by the size of a red disk worn in the forehead. The Dominators have invaded many worlds with advanced weapons created from a melding of technology and nature."
They are a constant threat to the Legion of Super-Heroes, and even in the 20th Century they give the heroes a hard time now and then.

They are always willing to conquer another worlds. They are always trying to make their race better with superior technology and master geneticists. So, a perfect Orange Lantern.
