The face looks like a porcelain doll, the eyes... look like contacts, or photoshopped.

 It's fantastic overall, but those eyes sort of distract me, and not in a good way.

What material is the coat/jacket/top made out of?

Nah, I do of course know this is a cosplay, it's just one of the best I've ever seen (and definitely the best Ace Cosplay I've yet set my eyes upon). It looks like a 3D-model that got remastered to show off the performance of the PS4!
