This little big guy is Hell's Chef!
He is from a short cgi anime/cartoon called "Gregory Horror Show" (most of which you can watch on youtube!) and a PS2 game by the same name!
It's a very short series that I highly suggest. Each season is about 30m long and If I remember right there are 4 separate seasons: two for the main story, one that focuses on Gregory on a train, and one that's a spinoff with the character Catherine as the focus!
