i love the cute tiny little face, the little toppings on it’s head and pretty much the whole design in general, the design feels very creative, I like how it looks like a creature and a dessert so well, and the warm colors are

I love the kind of “sepia” pallette you seem to have used
You can tell where the light is coming from without having to use to much duractic change in color
This is just the ultimate purest from of cuteness that the world has ever created and it belongs in a cuteness museum where people can admire how cute it its
If I had to say something negative about it (which is pretty hard let’s be honest)
Is that it just does not look like a ghost.
the little ice cream with caramel sauce thing on top of its head kind of make me think of horns for some reason.
Also, I guess the chocolate sauce on the tail is a bit distracting and unnecessary. In my opinion.

This guy is SO cute! I love that it looks like he is actually made of "cookie" 
The shiny icing and spinkles are also a nice touch...As for critique:
The curled chocolate (white and milk chocolate) on his head are a little hard to "read" as in the viewer has to think a little more to figure out what they are. Especially the white ones as they blend into the light colored background. I think you could have fewer of them and make them a little bigger - thus making them easier to see. To help make the white ones stand out, just add some more shadows.
The same goes for the ice cream, if you have it slightly darker or have an outline - it will help stand it out from the background. I like the color you have so if I was you I would change the treat colors instead. I would also make the ice cream scoop bigger as well - even add a little more detail like drips and stuff
If you see the outlines on the arms that you've done, they work great! Try that one the other areas and see if it works as well 
Lastly the eye ball that is showing is making a little bit of a tangent with the chocolate sauce above it - try moving it a little lower or raising the sauce so that there is a more purposeful space between them. It will be less distracting, I don't know why but having MORE space than you have OR having the sauce actually crossing over the eye - it will look better 'designed'.
I hope that helps and I really love the old school feeling he has, reminds me of merrie melodies or even adventure time!

I'm very glad you like it, this was so much fun to work on! The curls were kind of a big problem, I couldn't find any reference clear enough to figure out exactly how to draw them 
With the sprinkles and curls I didn't want to make the ice cream scoop too big and charge that part of the piece with too many details, maybe I should've colored it lighter (or a good ol' cookies and cream ice creams?), I wanted to make it vanilla flavored to keep the colors used to a minimum, and chocolate ice cream gave me the impression that it would blend in with the icing too much... whoops.
I don't know how but I didn't really notice the icing was too close to the eyeball when I painted it? (that's why I shouldn't paint at midnight-). I'm really really glad it has that kind of feeling for you!

Actually the background was more saturated before, but I made it lighter since it could get confusing with the ghost's colors, I think it looks good as it is without leaving the bg completely white or taking away attention from the lil ghost. next time I'll do better!
